新疆地区疾控机构卫生应急队员岗位胜任力的影响因素分析

Analysis of factors influencing job competency of health emergency personnel in disease control institutions in Xinjiang

    目的 评估新疆地区疾病预防控制机构公共卫生应急队员岗位胜任力现状,探索影响其胜任力的因素,为应急队员胜任力体系建设提供科学依据。
    方法 2024年10月,采用分层随机抽样方法,对新疆110家地州、市、县级疾病预防控制机构应急队员岗位胜任力情况开展问卷调查,采用多元线性回归模型探索岗位胜任力的影响因素。
    结果 本次调查共发放780份问卷,有效回收767份,有效回收率为98.3%。胜任力均分为(193.56±41.59)分。多因素分析结果显示,男性应急队员的胜任力总分比女性高7.076分(95%CI: 1.244~12.909);年龄≥30岁的应急队员的胜任力总分比 < 30岁者高5.997分(95%CI: 2.354~9.640);近3年未参加过应急工作相关培训者的胜任力总分比参加过者低12.106分(95%CI: -20.966~-3.247);近3年未参加过现场流行病学或流行病学调查相关培训者的胜任力总分比参加过者低7.487分(95%CI: -14.107~-0.868)。以上差异均有统计学意义(P < 0.05)。
    结论 新疆疾病预防控制机构公共卫生应急队员岗位胜任力水平中等,应结合队伍年龄、性别构成,强化高质量、有针对性的卫生应急演练培训,以提升应急人员岗位胜任力。

     

    Abstract:
    Objective To assess the current status of job competency among public health emergency personnel in Xinjiang disease control and prevention institutions and to explore the factors influencing their competency, thereby providing a scientific basis for the development of a competency framework for emergency response personnel.
    Methods In October 2024, a questionnaire survey was conducted using a stratified random sampling method to assess the job competency of emergency personnel from 110 prefecture-, city-, and county-level disease control and prevention institutions in Xinjiang. A multiple linear regression model was applied to explore the factors influencing job competency.
    Results A total of 780 questionnaires were distributed, and 767 were effectively collected with a valid response rate of 98.3%. The mean competency score was(193.56 ± 41.59) points. Multivariate analysis showed that the total competency score of male emergency personnel was 7.076 points higher than that of females(95% CI: 1.244 to 12.909); emergency personnel aged≥ 30 years had total competency scores 5.997 points higher than those aged < 30 years(95%CI: 2.354 to 9.640); those who had not participated in emergency work-related training in the past three years had total competency scores 12.106 points lower than those who had participated(95% CI: -20.966 to-3.247); and those who had not participated in field epidemiology or epidemiological investigation training in the past three years had total competency scores 7.487 points lower than those who had participated(95%CI: -14.107 to-0.868). All the above differences were statistically significant(P < 0.05).
    Conclusions The job competence level of public health emergency personnel in the disease prevention and control institutions in Xinjiang was moderate. High-quality and targeted health emergency drills and training should be strengthened, based on age and gender composition, in order to improve the job competence of emergency personnel.
