Abstract:
Objective The implementation status of occupational health and safety management system (OHSMS) in a construction enterprise was evaluated to find out the problems in the process of running OHSMS, and to improve its occupational health and safety management capability.
Methods The fuzzy comprehensive evaluation method was used to comprehensively evaluate the implementation status of OHSMS. Firstly, by using the analytic hierarchy process (AHP) method, 17 elements of OHSMS were empowered to construct a multilevel qualitative index evaluation system. Then, 10 experts were invited to use fuzzy comments to evaluate each index in order to calculate the comprehensive results of OHSMS in this enterprise and find out the problems in the implementation of OHSMS.
Results The maximum eigenvalue of the matrix of the evaluation made by 10 experts was 10 while the consistency ratio was 0, which was less than 0.1. It conformed to the consistency test and the consistency was strong. The scores of the five primary factor indicators of the enterprise OHSMS, namely, occupational health and safety policy, planning, implementation and operation, inspection and corrective action, and management review were 5(poor), 74.074(good), 88.242(good), 94.4(excellent)and 5(poor), respectively. The comprehensive evaluation score of the operation status was 76.537 (good). The evaluation results showed that the OHSMS of the enterprise was generally running well, but the deficiencies in "occupational health and safety policy" and "management review" were obvious.
Conclusion The top leadership should pay enough attention to the continuous improvement of OHSMS. Fuzzy comprehensive evaluation method is useful to make a comprehensive evaluation to various elements of OHSMS qualitatively and quantitatively.
